This bill amends provisions relating to elections. This bill: - defines terms; - establishes requirements and procedures addressing circumstances when the lieutenant governor may have a real or perceived conflict of interest in certain matters relating to the administration of elections, the regulation of campaign finance requirements or reporting requirements, or the regulation of lobbying, including:requiring, or in certain circumstances permitting, the lieutenant governor to delegate certain duties to a county clerk that relate to a race where the governor or lieutenant governor are running for office;requiring, or in certain circumstances permitting, the attorney general to act in the place of the lieutenant governor in relation to matters requiring factual determinations, interpreting or applying the law, or imposing penalties; andprovides that the state board of canvassers shall canvass regular primary election results and presidential primary election results; and - makes technical and conforming changes.
