7 LONG TITLE
8 General Description:
9 This bill makes changes related to the labeling of cage-free eggs.
10 Highlighted Provisions:
11 This bill:
12 < prohibits farm owners and operators from labeling eggs as "cage free" if the
13 egg-laying hens are confined in an enclosure that is not a cage-free housing system
14 or that has less usable floor space per hen than required by specific industry
15 guidelines; and
16 < repeals an expired requirement for the Department of Agriculture and Food to
17 provide a report to an interim committee.

28 Be it enacted by the Legislature of the state of Utah:
29 Section 1. Section 4-4a-103 is amended to read:
30 4-4a-103. Prohibitions.
31 Beginning on January 1, 2025, [a] if a farm owner or operator labels eggs as "cage-free
32 eggs," the farm owner or operator may not knowingly confine an egg-laying hen that produces
33 eggs labeled "cage free" in an enclosure:
34 (1) that is not a cage-free housing system; or
35 (2) that has less than the amount of usable floor space per hen as required by the 2017
36 edition of the United Egg Producers' Animal Husbandry Guidelines for U.S. Egg-Laying
37 Flocks: Guidelines for Cage-Free Housing.
38 Section 2. Repealer.
39 This bill repeals:
40 Section 4-4a-107, Report.
41 Section 3. Effective date.
42 This bill takes effect on May 1, 2024.
