9 General Description:
10 This bill enacts provisions related to the Medicaid application and enrollment.
11 Highlighted Provisions:
12 This bill:
13 < requires the Department of Health and Human Services (department) to implement
14 features that allow for prepopulating information into the Medicaid application;
15 < requires the department to contract with a third-party vendor; and
16 < requires the department to send text message status updates regarding a Medicaid
17 application.

26 Be it enacted by the Legislature of the state of Utah:
27 Section 1. Section 26B-3-143 is enacted to read:

28 26B-3-143. Medicaid application and enrollment.
29 (1) As used in this section, "department" means the Department of Health and Human
30 Services and the Department of Workforce Services to the extent the Department of Workforce
31 Services manages the Medicaid application and Medicaid program enrollment.
32 (2) For the application for Medicaid enrollment, the department shall:
33 (a) implement features that allow the application to prepopulate information:
34 (i) previously entered into the application by an individual; and
35 (ii) from a previous Medicaid application created by the individual; and
36 (b) contract with a third-party vendor to improve the accessibility of the Medicaid
37 application.
38 (3) When an individual submits a Medicaid application for review, the department
39 shall send application status updates through text message to the individual unless:
40 (a) the individual opts out of receiving text message updates; or
41 (b) the individual does not enter a phone number that can receive text messages.
42 Section 2. Effective date.
43 This bill takes effect on May 1, 2024.
