8 LONG TITLE
9 General Description:
10 This joint resolution of the Legislature proposes to amend the Utah Constitution to
11 enact a provision relating to electors for President and Vice President of the United
12 States.
13 Highlighted Provisions:
14 This resolution proposes to amend the Utah Constitution to:
15 < prohibit an elector for President and Vice President of the United States to vote for
16 any person based on voting results in any other state.
17 Special Clauses:
18 This resolution directs the lieutenant governor to submit this proposal to voters.
19 This resolution provides a contingent effective date of January 1, 2025 for this proposal.

24 Be it resolved by the Legislature of the state of Utah, two-thirds of all members elected to each

25 of the two houses voting in favor thereof:
26 Section 1. It is proposed to enact Utah Constitution Article XXII, Section 6, to read:
27 Article XXII, Section 6. Electors for President or Vice President -- Vote may not

28 be required or compelled based on other states' voting results.
29 An elector for President and Vice President of the United States, appointed as provided
30 in Article II, Section 1 of the Constitution of the United States, may not be required or
31 compelled to vote for any person based on the result of the voting nationwide or in one or more
32 other states.
33 Section 2. Submittal to voters.
34 The lieutenant governor is directed to submit this proposed amendment to the voters of
35 the state at the next regular general election in the manner provided by law.
36 Section 3. Contingent effective date.
37 If the amendment proposed by this joint resolution is approved by a majority of those
38 voting on it at the next regular general election, the amendment shall take effect on January 1,
39 2025.
