A health care provider or third-party service acting on behalf of a health care provider that does not respond to a records request within 30 days shall pay $200 toward a patient''s total outstanding health care bills. If it fail to do so within 60 days, it shall pay an additional $200 toward a patient''s total outstanding balance.
