4 General Description:
5 This bill establishes the Family Outreach Program.
6 Highlighted Provisions:
7 This bill:
8 ▸ defines terms;
9 ▸ allows a school to apply to create a Family Outreach Program (program);
10 ▸ establishes a process for submitting an application and receiving LEA governing board
11 approval for a program;
12 ▸ provides for the features of the program;
13 ▸ provides for oversight of the program by the LEA governing board;
14 ▸ allows the LEA governing board to appoint and oversee a family outreach liaison; and
15 ▸ provides for annual evaluation of the performance of a program liaison.

28 Be it enacted by the Legislature of the state of Utah:
29 Section 1. Section 53G-10-701 is enacted to read:

Part 7. Family Outreach Program
31 53G-10-701 . Definitions.
32 As used in this section:
33 (1) "Family outreach liaison" means a family outreach liaison appointed in accordance with
34 Section 53G-10-703.
35 (2) "School" means a public elementary or secondary school, including a charter school.
36 Section 2. Section 53G-10-702 is enacted to read:
37 53G-10-702 . Establishment of family outreach program -- LEA governing board
38 approval -- Renewal of program.
39 (1) A school may establish a family outreach program for a K-12 school as provided in this
40 part if the family outreach program is approved by the LEA governing board for the
41 LEA in which the proposed family outreach program is to be implemented.
42 (2) A school may submit a family outreach program application to the LEA governing
43 board for the school.
44 (3) A school shall submit a family outreach program application no less than 90 days before
45 the beginning of student registration for the school year for which the family outreach
46 program is proposed.
47 (4) (a) An LEA governing board shall approve or deny a family outreach program
48 application within 60 days after the application is submitted.
49 (b) An LEA governing board may approve a family outreach program application
50 subject to modifications or additional terms that the LEA governing board determines
51 appropriate.
52 (5) A family outreach program may be renewed for another school year if:
53 (a) the school requests renewal; and
54 (b) the LEA governing board approves the renewal.
55 Section 3. Section 53G-10-703 is enacted to read:
56 53G-10-703 . LEA governing board to supervise.
57 (1) The LEA governing board of a school that has implemented a family outreach program
58 may appoint a family outreach liaison.
59 (2) The general control, supervision, and direct management of a family outreach liaison is
60 vested in the LEA governing board for the school in which the program is implemented.

61 (3) The LEA governing may:
62 (a) make and enforce rules to organize, conduct, and supervise a family outreach liaison;
63 (b) establish the family outreach liaison duties, and fix the family outreach liaison's
64 compensation;
65 (c) determine the qualifications of a person employed as a family outreach liaison;
66 (d) determine the basis of apportionment and distribute funds made available for the
67 employment of a family outreach liaison; and
68 (e) evaluate the family outreach liaison's performance annually.
69 Section 4. Section 53G-10-704 is enacted to read:
70 53G-10-704 . Family outreach liaison responsibilities.
71 The family outreach liaison shall:
72 (1) communicate to families about:
73 (a) school events;
74 (b) school priorities;
75 (c) school-based resources and community-based resources that are available to children
76 or families; and
77 (d) opportunities to volunteer in the classroom and outside of the classroom at the school
78 and school related events; and
79 (2) communicate to families about how to:
80 (a) read and interpret their children's report card and other data generated by the school;
81 (b) navigate school web-based platforms;
82 (c) reach out to teachers and other school staff to advocate for their child; and
83 (d) support the child's learning at home.
84 Section 5. Section 53G-10-705 is enacted to read:
85 53G-10-705 . Provisions applicable to students, staff in a family outreach
86 program.
87 A family outreach program shall comply with all applicable federal, state, and local
88 laws prohibiting discrimination or governing the safety of students and teachers.
89 Section 6. Effective date.
90 This bill takes effect on May 1, 2024.
