25 General Description:
26 This resolution highlights the state's need to protect and defend against federal
27 government regulations that jeopardize the state's right to an affordable, reliable, and
28 dispatchable energy supply.

30 This resolution:
31 < highlights Utah's measured approach to energy policy and the harm of the federal
32 government's rulemaking regarding ozone transfer.

36 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
37 WHEREAS, the state has employed to great success a measured, all-of-the-above
38 energy policy that has powered decades of prosperity and provided some of the nation's most
39 reliable, affordable, and dispatchable energy;
40 WHEREAS, in the face of population growth, changing technology, and security
41 threats, the state needs to protect the reliability of our electric grid;
42 WHEREAS, the state has a history of applying common sense solutions to provide
43 base-load power for the state, fuel the economy, and maintain a high quality of life for the
44 people in the state;
45 WHEREAS, because the current federal administration continues to assault the energy
46 industry through regulatory rulemaking;
47 WHEREAS, a recent federal regulatory rule from the federal government on ozone
48 transport will force the early closure of certain power plants located in the state;
49 WHEREAS, the closure of these certain power plants will put the state's supply of
50 reliable, affordable, and dispatchable power at significant risk;
51 WHEREAS, the state should fight for a responsible energy policy that embraces
52 efficiency and is based in reality; and
53 WHEREAS, the state should stand in the way of the federal government's egregious
54 power grab that harms the state's citizens:
55 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
56 Governor concurring therein, will push back on the federal regulatory overreach that threatens

57 our ability to provide power to our state, fuel our economy and maintain a high quality of life
58 for the people of the state;
59 BE IT FURTHER RESOLVED that the Legislature and the Governor will support and
60 defend our right, as a state's right, to an affordable, reliable, and dispatchable energy supply
61 from any harmful federal encroachment.
