   Providing for consideration of the bill (H.R. 8800) to authorize 
  appropriations for fiscal year 2027 for military activities of the 
   Department of Defense, for military construction, and for defense 
activities of the Department of Energy, to prescribe military personnel 
 strengths for such fiscal year, and for other purposes; providing for 
 consideration of the bill (H.R. 8884) to amend title II of the Social 
Security Act to reauthorize demonstration authority for the disability 
   insurance program; providing for consideration of the concurrent 
resolution (H. Con. Res. 113) establishing the congressional budget for 
the United States Government for fiscal year 2027 and setting forth the 
   appropriate budgetary levels for fiscal years 2028 through 2036; 
 providing for consideration of the bill (H.R. 7008) to amend chapter 
131 of title 5 to require certain restrictions on stocks for Members of 
  Congress and their spouses and dependents, and for other purposes; 
      providing for consideration of the bill (H.R. 6955) to make 
   improvements to the Federal banking laws, and for other purposes; 
 providing for consideration of the bill (H.R. 9770) making continuing 
 appropriations for fiscal year 2027, and for other purposes; and for 
                            other purposes.

                               RESOLUTION


 
   Providing for consideration of the bill (H.R. 8800) to authorize 
  appropriations for fiscal year 2027 for military activities of the 
   Department of Defense, for military construction, and for defense 
activities of the Department of Energy, to prescribe military personnel 
 strengths for such fiscal year, and for other purposes; providing for 
 consideration of the bill (H.R. 8884) to amend title II of the Social 
Security Act to reauthorize demonstration authority for the disability 
   insurance program; providing for consideration of the concurrent 
resolution (H. Con. Res. 113) establishing the congressional budget for 
the United States Government for fiscal year 2027 and setting forth the 
   appropriate budgetary levels for fiscal years 2028 through 2036; 
 providing for consideration of the bill (H.R. 7008) to amend chapter 
131 of title 5 to require certain restrictions on stocks for Members of 
  Congress and their spouses and dependents, and for other purposes; 
      providing for consideration of the bill (H.R. 6955) to make 
   improvements to the Federal banking laws, and for other purposes; 
 providing for consideration of the bill (H.R. 9770) making continuing 
 appropriations for fiscal year 2027, and for other purposes; and for 
                            other purposes.

    Resolved, That at any time after adoption of this resolution the 
Speaker may, pursuant to clause 2(b) of rule XVIII, declare the House 
resolved into the Committee of the Whole House on the state of the 
Union for consideration of the bill (H.R. 8800) to authorize 
appropriations for fiscal year 2027 for military activities of the 
Department of Defense, for military construction, and for defense 
activities of the Department of Energy, to prescribe military personnel 
strengths for such fiscal year, and for other purposes. The first 
reading of the bill shall be dispensed with. All points of order 
against consideration of the bill are waived. General debate shall be 
confined to the bill and amendments specified in this section and shall 
not exceed one hour equally divided and controlled by the chair and 
ranking minority member of the Committee on Armed Services or their 
respective designees. After general debate the bill shall be considered 
for amendment under the five-minute rule. In lieu of the amendment in 
the nature of a substitute recommended by the Committee on Armed 
Services now printed in the bill, an amendment in the nature of a 
substitute consisting of the text of Rules Committee Print 119-33 shall 
be considered as adopted in the House and in the Committee of the 
Whole. The bill, as amended, shall be considered as the original bill 
for the purpose of further amendment under the five-minute rule and 
shall be considered as read. All points of order against provisions in 
the bill, as amended, are waived.
    Sec. 2.  (a) No further amendment to H.R. 8800, as amended, shall 
be in order except those printed in part A of the report of the 
Committee on Rules accompanying this resolution, amendments en bloc 
described in section 3 of this resolution, and pro forma amendments 
described in section 4 of this resolution.
    (b) Each further amendment printed in part A of the report of the 
Committee on Rules shall be considered only in the order printed in the 
report, may be offered only by a Member designated in the report, shall 
be considered as read, shall be debatable for the time specified in the 
report equally divided and controlled by the proponent and an opponent, 
shall not be subject to amendment except as provided by section 4 of 
this resolution, and shall not be subject to a demand for division of 
the question in the House or in the Committee of the Whole.
    (c) All points of order against further amendments printed in part 
A of the report of the Committee on Rules or against amendments en bloc 
described in section 3 of this resolution are waived.
    Sec. 3.  It shall be in order at any time for the chair of the 
Committee on Armed Services or his designee to offer amendments en bloc 
consisting of further amendments printed in part A of the report of the 
Committee on Rules accompanying this resolution not earlier disposed 
of. Amendments en bloc offered pursuant to this section shall be 
considered as read, shall be debatable for 40 minutes equally divided 
and controlled by the chair and ranking minority member of the 
Committee on Armed Services or their respective designees, shall not be 
subject to amendment except as provided by section 4 of this 
resolution, and shall not be subject to a demand for division of the 
question in the House or in the Committee of the Whole.
    Sec. 4.  During consideration of H.R. 8800 for amendment, the chair 
and ranking minority member of the Committee on Armed Services or their 
respective designees may offer up to 10 pro forma amendments each at 
any point for the purpose of debate.
    Sec. 5.  At the conclusion of consideration of H.R. 8800 for 
amendment the Committee shall rise and report the bill, as amended, to 
the House with such further amendments as may have been adopted. The 
previous question shall be considered as ordered on the bill, as 
amended, and on any further amendment thereto to final passage without 
intervening motion except one motion to recommit.
    Sec. 6.  Upon adoption of this resolution it shall be in order to 
consider in the House the bill (H.R. 8884) to amend title II of the 
Social Security Act to reauthorize demonstration authority for the 
disability insurance program. All points of order against consideration 
of the bill are waived. In lieu of the amendment in the nature of a 
substitute recommended by the Committee on Ways and Means now printed 
in the bill, an amendment in the nature of a substitute consisting of 
the text of Rules Committee Print 119-34 shall be considered as 
adopted. The bill, as amended, shall be considered as read. All points 
of order against provisions in the bill, as amended, are waived. The 
previous question shall be considered as ordered on the bill, as 
amended, and on any further amendment thereto, to final passage without 
intervening motion except: (1) one hour of debate equally divided and 
controlled by the chair and ranking minority member of the Committee on 
Ways and Means or their respective designees; and (2) one motion to 
recommit.
    Sec. 7.  At any time after adoption of this resolution the Speaker 
may, pursuant to clause 2(b) of rule XVIII, declare the House resolved 
into the Committee of the Whole House on the state of the Union for 
consideration of the concurrent resolution (H. Con. Res. 113) 
establishing the congressional budget for the United States Government 
for fiscal year 2027 and setting forth the appropriate budgetary levels 
for fiscal years 2028 through 2036. The first reading of the concurrent 
resolution shall be dispensed with. All points of order against 
consideration of the concurrent resolution are waived. General debate 
shall be confined to the concurrent resolution and shall not exceed one 
hour equally divided and controlled by the chair and ranking minority 
member of the Committee on the Budget or their respective designees. An 
amendment in the nature of a substitute consisting of the text of Rules 
Committee Print 119-37 shall be considered as adopted in the House and 
in the Committee of the Whole. The concurrent resolution, as amended, 
shall be considered as read. After general debate the Committee shall 
rise and report the concurrent resolution, as amended, to the House. 
The previous question shall be considered as ordered on the concurrent 
resolution and amendments thereto to adoption without intervening 
motion except amendments offered by the chair of the Committee on the 
Budget pursuant to section 305(a)(5) of the Congressional Budget Act of 
1974 to achieve mathematical consistency. The concurrent resolution 
shall not be subject to a demand for division of the question of its 
adoption.
    Sec. 8.  Upon adoption of this resolution it shall be in order to 
consider in the House the bill (H.R. 7008) to amend chapter 131 of 
title 5 to require certain restrictions on stocks for Members of 
Congress and their spouses and dependents, and for other purposes. All 
points of order against consideration of the bill are waived. In lieu 
of the amendment in the nature of a substitute recommended by the 
Committee on House Administration now printed in the bill, an amendment 
in the nature of a substitute consisting of the text of Rules Committee 
Print 119-38, modified by the amendment printed in part B of the report 
of the Committee on Rules accompanying this resolution, shall be 
considered as adopted. The bill, as amended, shall be considered as 
read. All points of order against provisions in the bill, as amended, 
are waived. The previous question shall be considered as ordered on the 
bill, as amended, and on any further amendment thereto, to final 
passage without intervening motion except: (1) one hour of debate 
equally divided and controlled by the chair and ranking minority member 
of the Committee on House Administration or their respective designees; 
and (2) one motion to recommit.
    Sec. 9.  Upon adoption of this resolution it shall be in order to 
consider in the House the bill (H.R. 6955) to make improvements to the 
Federal banking laws, and for other purposes. All points of order 
against consideration of the bill are waived. In lieu of the amendment 
in the nature of a substitute recommended by the Committee on Financial 
Services now printed in the bill, an amendment in the nature of a 
substitute consisting of the text of Rules Committee Print 119-35 shall 
be considered as adopted. The bill, as amended, shall be considered as 
read. All points of order against provisions in the bill, as amended, 
are waived. The previous question shall be considered as ordered on the 
bill, as amended, and on any further amendment thereto, to final 
passage without intervening motion except: (1) one hour of debate 
equally divided and controlled by the chair and ranking minority member 
of the Committee on Financial Services or their respective designees; 
and (2) one motion to recommit.
    Sec. 10.  Upon adoption of this resolution it shall be in order to 
consider in the House the bill (H.R. 9770) making continuing 
appropriations for fiscal year 2027, and for other purposes. All points 
of order against consideration of the bill are waived. The bill shall 
be considered as read. All points of order against provisions in the 
bill are waived. The previous question shall be considered as ordered 
on the bill and on any amendment thereto to final passage without 
intervening motion except: (1) one hour of debate equally divided and 
controlled by the chair and ranking minority member of the Committee on 
Appropriations or their respective designees; and (2) one motion to 
recommit.
    Sec. 11.  In the engrossment of H.R. 8800, the Clerk shall--
    (a) add the text of S. 1383, as passed by the House, as new matter 
at the end of H.R. 8800;
    (b) assign appropriate designations to provisions within the 
engrossment;
    (c) conform cross-references and provisions for short titles within 
the engrossment; and
    (d) be authorized to make technical corrections, to include 
corrections in spelling, punctuation, page and line numbering, section 
numbering, and insertion of appropriate headings within the 
engrossment.
