                                 A BILL


 
     To prohibit international wire transfers by public assistance 
                  recipients, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``No American Benefits Abroad Act''.

SEC. 2. PROHIBITION ON INTERNATIONAL WIRE TRANSFERS BY PUBLIC 
              ASSISTANCE RECIPIENTS.

    (a) In General.--An individual receiving public assistance may not 
transfer money from the United States to a person or entity outside of 
the United States by means of an international wire transfer.
    (b) Requirement on International Wire Transfer Providers.--Any 
person that provides international wire transfer services to 
individuals shall, before providing such services, require an 
individual to notify the provider, in writing, whether the individual 
receives public assistance.
    (c) Public Assistance Defined.--In this section, an individual 
receives ``public assistance'' if the individual receives any payment 
or other benefit from a means-tested welfare or public assistance 
program.
