A BILL
To require a briefing on increasing procurement of strategic and
critical materials from sources in the United States.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. BRIEFING ON INCREASING PROCUREMENT OF STRATEGIC AND CRITICAL
MATERIALS FROM SOURCES IN THE UNITED STATES.
(a) In General.--Not later than March 1, 2026, the Secretary of
Defense shall provide to the Committees on Armed Services of the Senate
and the House of Representatives a briefing on increasing procurement
of strategic and critical materials from sources in the United States.
(b) Elements.--The briefing required by subsection (a) shall
include the following:
(1) The identification of 10 strategic and critical
materials--
(A) that are included in the National Defense
Stockpile as of the date of the enactment of this Act;
and
(B) of which the Department of Defense could
increase procurement from sources in the United States
to increase domestic production of such materials and
decrease national security vulnerabilities in the
supply chains for such materials.
(2) Recommended or required amounts of each material
identified under paragraph (1) to be procured from sources in
the United States during the 3-year period following the date
of the briefing.
(3) A list of materials identified under paragraph (1) and
target percentages for the procurement of such materials from
sources in the United States that is appropriate to release to
industry in, and allies and partners of, the United States.
(4) An identification of any potential challenges
anticipated to be encountered in increasing procurement of such
materials from sources in the United States.
(c) Public Availability of List.--The list required by subsection
(b)(3) shall be made available to the public.
(d) Strategic and Critical Materials Defined.--In this section, the
term ``strategic and critical materials'' has the meaning given that
term in section 12(1) of the Strategic and Critical Materials Stock
Piling Act (50 U.S.C. 98h-3(1)).
