Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Home Energy Assistance in Times of Shutdown Act'' or the ``HEATS Act''. SEC. 2. FUNDING FOR LIHEAP DURING A FEDERAL GOVERNMENT SHUTDOWN. Out of any money in the Treasury not otherwise appropriated, there is appropriated such sums as are necessary to pay, during any period of a lapse in discretionary appropriations during any fiscal year, for making payments under section 2602(b) of the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8621(b)) during such lapse. <all>
