RES. 807 Of inquiry requesting the President to transmit certain information to the House of Representatives referring to the firings, dismissal, reduction in force, or withholding of pay for the period of the lapse in appropriations of furloughed employees of the United States Government. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES October 14, 2025 Mr. Mfume (for himself, Mr. Garcia of California, Ms. Norton, Mr. Lynch, Mr. Krishnamoorthi, Ms. Pressley, Ms. Tlaib, Ms. Brown, Ms. Stansbury, Ms. Crockett, Mr. Ivey, Ms. Lee of Pennsylvania, Mr. Olszewski, Ms. Elfreth, Ms. Randall, Mr. Subramanyam, Ms. Ansari, Mr. Bell, Ms. Simon, Mr. Min, and Mr. Walkinshaw) submitted the following resolution; which was referred to the Committee on Oversight and Government Reform _______________________________________________________________________ RESOLUTION Of inquiry requesting the President to transmit certain information to the House of Representatives referring to the firings, dismissal, reduction in force, or withholding of pay for the period of the lapse in appropriations of furloughed employees of the United States Government. Resolved, That the President is requested to transmit, to the extent that such documents are in the possession of the President, to the House of Representatives, not later than 14 days after the adoption of this resolution, in complete and unredacted form, a copy of the following: (1) Any and all documents and communications, including notes from meetings, audio records, telephone and electronic mail records, text and other digital messages, related to any proposed reduction in force at a United States Government Agency related to the Federal lapse in appropriations beginning on October 1, 2025. (2) Any and all documents and communications, including notes from meetings, audio records, telephone and electronic mail records, text and other digital messages, related to efforts to create a legal determination at the Office of Management and Budget finding or suggesting that the Government Employee Fair Treatment Act of 2019 does not create a self- executing requirement that furloughed Federal employees must receive pay for the period in which they were furloughed during a lapse in appropriations immediately after the lapse in appropriations ends. (3) Any and all documents and communications, including notes from meetings, audio records, telephone and electronic mail records, text and other digital messages, related to efforts or plans to withhold pay for the period of the lapse of appropriations beginning on October 1, 2025, for excepted or furloughed employees of the United States Government or employees of the District of Columbia. (4) Any and all documents or communications between the Office of the President, the Office of the Vice President, the Office of Personnel Management, the Office of Management and Budget, the Office of Special Counsel, and the Merit System Protection Board related to any of the above items. <all>
