To require the inclusion of the Ministry of Public Security's Institute 
   of Forensic Science of China on the entity list maintained by the 
Bureau of Industry and Security of the Department of Commerce, and for 
                            other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Confronting CCP Human Rights Abusers 
Act''.

SEC. 2. INCLUSION OF MINISTRY OF PUBLIC SECURITY'S INSTITUTE OF 
              FORENSIC SCIENCE OF CHINA ON ENTITY LIST.

    (a) In General.--Not later than 60 days after the date of the 
enactment of this Act, the Under Secretary of Commerce for Industry and 
Security shall include on the entity list the Ministry of Public 
Security's Institute of Forensic Science of China, including the 
aliases--
            (1) the Forensic Identification Center of the Ministry of 
        Public Security of the People's Republic of China; and
            (2) the Material Identification Center of the Ministry of 
        Public Security of the People's Republic of China.
    (b) Waiver.--The President, acting through the Secretary of 
Commerce, may waive the application of subsection (a) if, not later 
than 60 days after the date of the enactment of this Act, the President 
submits to the Committee on Commerce, Science, and Transportation of 
the Senate and the Committee on Energy and Commerce of the House of 
Representatives a certification that the Ministry of Public Security's 
Institute of Forensic Science of China is not--
            (1) engaging in an activity contrary to the foreign policy 
        interests of the United States; or
            (2) implicated in or contributing to abuse or a violation 
        of human rights with respect to the campaign of the People's 
        Republic of China of repression, mass arbitrary detention, 
        forced labor, and high-technology surveillance against Uyghurs, 
        Kazakhs, and other members of Muslim minority groups in the 
        Xinjiang Uyghur Autonomous Region.
    (c) Entity List Defined.--In this section, the term ``entity list'' 
means the list maintained by the Bureau of Industry and Security of the 
Department of Commerce and set forth in Supplement No. 4 to part 744 of 
the Export Administration Regulations, or successor regulations.
