following bill; which was referred to the Committee on Foreign Affairs, 
 and in addition to the Committee on Oversight and Government Reform, 
for a period to be subsequently determined by the Speaker, in each case 
for consideration of such provisions as fall within the jurisdiction of 
                        the committee concerned

                                 A BILL


 
   To require the Secretary of State to submit to Congress a report 
    regarding the transfer of an aircraft from Qatar, and for other 
                               purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Suspending Transfer of Property for 
Improper Trump Use Act''.

SEC. 2. DOCUMENTS REQUESTED.

    Not later than 30 days after the date of the enactment of this act, 
the Secretary of State shall furnish to the Committee on Foreign 
Affairs of the House of Representatives and the Committee on Foreign 
Relations of the Senate copies of all documents, Signal chats, 
memoranda, charts, tables, notes from meetings, audio recordings, 
records (including telephone and email records), correspondence, 
artificial intelligence large language model conversation transcripts, 
and any other communications within the Department of State or the 
National Security Council, or external communication with the State of 
Qatar, pertaining to the transfer of an aircraft to the United States 
Government, to be subsequently transferred to an entity controlled by 
President Donald J. Trump.

SEC. 3. REPORT.

    (a) In General.--Not later than 30 days after the date of the 
enactment of this Act, the Secretary of State shall submit to the 
Committee on Foreign Affairs of the House of Representatives and the 
Committee on Foreign Relations of the Senate a report detailing the 
negotiations between the United States and Qatar pertaining to the 
transfer of an aircraft from Qatar to the United States, to be 
subsequently transferred to an entity controlled by President Trump.
    (b) Matters To Be Included.--The report required by subsection (a) 
shall include the following:
            (1) A description of any and all communications pertaining 
        to promises or commitments made or proposed to be made to Qatar 
        in exchange for the transfer described in subsection (a), 
        whether transmitted verbally or in writing.
            (2) A recounting of any negotiation with private sector 
        entities to receive contracts as a result of the potential or 
        completed transfer described in subsection (a).
            (3) Information pertaining to the legal review conducted by 
        the Secretary regarding the potential or completed transfer 
        described in subsection (a).

SEC. 4. PROHIBITION ON FEDERAL FUNDING WITH RESPECT TO CERTAIN AIRCRAFT 
              TRANSFERS.

    Notwithstanding any other provision of law, no Federal funds are 
authorized to be appropriated or otherwise made available to take any 
action to support, facilitate, or execute the transfer of an aircraft 
owned by a foreign government or an entity controlled by a foreign 
government to the United States Government, the President of the United 
States, or to the Presidential Library of President Trump.
