                                 A BILL


 
 To amend the Congressional Budget and Impoundment Control Act of 1974 
to require the Congressional Budget Office to provide an analysis with 
    respect to major legislation over time, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``CBO Scoring Accountability Act''.

SEC. 2. SUPPLEMENTAL ANALYSIS WITH RESPECT TO MAJOR LEGISLATION.

    (a) In General.--Part A of title IV of the Congressional Budget and 
Impoundment Control Act of 1974 is amended by adding at the end the 
following:

             ``supplemental estimates of major legislation

    ``Sec. 407.  (a) Mandatory Analysis of Major Legislation Enacted 
Into Law.--Not later than annually for the first 10 years after the 
date of the enactment of any major legislation, the Director of the 
Congressional Budget Office shall prepare and make publicly available 
an analysis of the results of carrying out the provisions of such major 
legislation, which shall include--
            ``(1) an estimate of the costs and the amount of any change 
        in Federal revenues as a result of such legislation;
            ``(2) a comparison of such costs or changes in Federal 
        revenue against previous estimates prepared with respect to 
        such legislation; and
            ``(3) an update to any estimates for the costs or changes 
        in Federal revenue for such major legislation, as applicable.
    ``(b) Report to Congress.--With respect to an analysis prepared 
under subsection (a) for any major legislation, the Director shall 
submit to Congress a report that explains the cause of a discrepancy if 
there is, with respect to any provision in such legislation, any 
discrepancy--
            ``(1) between the actual costs provided in such analysis 
        and such costs as provided in previous estimates for such 
        legislation that is greater than or equal to a 10 percent 
        difference; or
            ``(2) between the actual changes in Federal revenue 
        provided in such analysis and such changes as provided in 
        previous estimates for such legislation that is greater than or 
        equal to a 10 percent difference.
    ``(c) Agency Assistance.--Each department, agency, establishment, 
or regulatory agency or commission, shall provide to the Director such 
information and assistance as the Director may reasonably request to 
assist the Director in carrying out this section.
    ``(d) Major Legislation Defined.--In this section, the term `major 
legislation' means any bill or joint resolution that would be projected 
to result in outlays of mandatory spending or receipts of Federal 
revenue equal to or greater than 0.25 percent of the current projected 
gross domestic product of the United States for that year.''.
    (b) Clerical Amendment.--The table of contents in section 1(b) of 
the Congressional Budget and Impoundment Control Act of 1974 is amended 
by inserting after the item relating to section 406 the following:

``Sec. 407. Supplemental estimates of major legislation.''.
