To amend title 5, United States Code, to eliminate the use of official 
                       time by Federal employees.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``No Union Time on the Taxpayer's Dime 
Act''.

SEC. 2. ELIMINATION OF OFFICIAL TIME.

    (a) In General.--Section 7131 of title 5, United States Code, is 
amended to read as follows:
``Sec. 7131. Elimination of official time
    ``Any activities performed by an employee relating to the business 
of a labor organization shall be performed during the time the employee 
is in a non-duty status.''.
    (b) Clerical Amendment.--The table of sections for subchapter IV of 
chapter 71 of title 5, United States Code, is amended by striking the 
item relating to section 7131 and inserting the following:

``7131. Elimination of official time.''.
