 Mr. Mullin (for himself and Mr. Fong) introduced the following bill; 
which was referred to the Committee on Science, Space, and Technology, 
and in addition to the Committees on Transportation and Infrastructure, 
 and Natural Resources, for a period to be subsequently determined by 
the Speaker, in each case for consideration of such provisions as fall 
           within the jurisdiction of the committee concerned

  To require an earthquake resilience risk assessment, and for other 
                               purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Earthquake Resilience Act''.

SEC. 2. EARTHQUAKE RESILIENCY.

    (a) National Risk Assessment.--Not later than two years after the 
date of the enactment of this Act, the Director of the National 
Institute of Standards and Technology, in collaboration with the 
Administrator of the Federal Emergency Management Agency, the Director 
of the National Science Foundation, and the Director of the United 
States Geological Survey, and in coordination with appropriate 
representatives of Federal, State, local, Tribal, and territorial 
governments and other stakeholders, shall submit to the Committee on 
Science, Space, and Technology of the House of Representatives and the 
Committee on Commerce, Science, and Transportation of the Senate a 
national risk assessment to identify the following:
            (1) The progress made by communities to strengthen 
        earthquake resilience.
            (2) Any gaps in such resilience that remain as of the date 
        of the risk assessment.
    (b) National Earthquake Hazards Reduction Program.--Section 5 of 
the Earthquake Hazards Reduction Act of 1977 (42 U.S.C. 7704) is 
amended--
            (1) in subsection (a)--
                    (A) in paragraph (2)(B)--
                            (i) in clause (ii), by inserting ``and 
                        post-earthquake recovery-based performance 
                        objectives that address functional recovery and 
                        reoccupancy'' after ``earthquake hazards 
                        reduction'';
                            (ii) by redesignating clauses (iii) and 
                        (iv) as clauses (iv) and (v), respectively;
                            (iii) by inserting after clause (ii) the 
                        following new clause:
                            ``(iii) development of standards, 
                        guidelines, and consensus codes for improved 
                        post-earthquake recovery of services provided 
                        by lifeline infrastructure coordinated, as 
                        appropriate, by a national lifeline 
                        infrastructure organization;''; and
                            (iv) in clause (v), as so redesignated, by 
                        striking ``and'' after the semicolon; and
                    (B) in paragraph (4)(A)(iii), by inserting ``, 
                including pursuant to paragraph (2),'' after ``results 
                of the Program''; and
            (2) in subsection (b)(3)--
                    (A) in subparagraph (G)--
                            (i) by inserting ``, real-time global 
                        navigation satellite system (GNSS) network data 
                        streams, and geodetic network data'' after 
                        ``regional seismic networks''; and
                            (ii) by striking ``and'' after the 
                        semicolon; and
                    (B) in subparagraph (H), by striking the period and 
                inserting ``; and''.
