RES. 13 Providing that George Washington's ``Farewell Address'' shall be read at the beginning of each Congress. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES February 14, 2025 Mr. Bacon submitted the following concurrent resolution; which was referred to the Committee on Rules _______________________________________________________________________ CONCURRENT RESOLUTION Providing that George Washington's ``Farewell Address'' shall be read at the beginning of each Congress. Resolved by the House of Representatives (the Senate concurring), SECTION 1. RULE. On the first day of the first regular session of each Congress, George Washington's ``Farewell Address'' shall be read aloud-- (1) in the Senate by a Senator designated by the majority leader of the Senate; and (2) in the House of Representatives by a Representative designated by the Speaker of the House. SEC. 2. EXERCISE OF RULEMAKING POWER. This resolution is adopted by Congress-- (1) as an exercise of the rulemaking power of the House of Representatives and the Senate, respectively, and as such it shall be considered as part of the rules of each House, respectively, or of that House to which it specifically applies, and such rule shall supersede other rules only to the extent that it is inconsistent therewith; and (2) with full recognition of the constitutional right of either House to change such rules (so far as relating to such rules (so far as relating to such House) at any time, in the same manner, and to the same extent as in the case of any other rule of such House. <all>
