A BILL
To provide major Presidential and Vice Presidential candidates with the
same level of Secret Service protection as Presidents and Vice
Presidents, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Securing Highly Important Electoral
Leaders from Danger Act'' or the ``SHIELD Act''.
SEC. 2. PROTECTION OF MAJOR PRESIDENTIAL AND VICE PRESIDENTIAL
CANDIDATES.
Section 3056 of title 18, United States Code, is amended by adding
the following:
``(h)(1) The Secretary of Homeland Security and the Director of the
United States Secret Service shall provide major Presidential
candidates, as identified under subsection (a)(7), with the same level
of protection as the President and the President-elect.
``(2) The Secretary of Homeland Security and the Director of the
United States Secret Service shall provide major Vice Presidential
candidates, as identified under subsection (a)(7), with the same level
of protection as the Vice President and the Vice President-elect.
``(3) In order to ensure that the same level of protection is
provided under paragraphs (1) and (2), the Secretary of Homeland
Security and the Director of the Secret Service shall take the
following actions:
``(A) Provide for the same policies and procedures as those
applied to the President, the Vice President, the President-
elect, and the Vice President-elect.
``(B) Provide for the assignment of the same number of
agents of the Secret Service to each individual.
``(C) Provide for the same number and capability of hard
assets.
``(D) Provide for the same amount of resources for threat
assessment.
``(E) Any other actions the Director of the Secret Service
determines are necessary to ensure parity in protections for
major Presidential or Vice Presidential candidates.
``(4) Major Presidential and Vice Presidential candidates may agree
not to receive protections equal to those of the President, Vice
President, President-Elect, or Vice President-elect. Such agreement
shall be in writing and shall be submitted to the advisory committee
established under subsection (a)(7).''.
SEC. 3. AUTHORIZATION OF APPROPRIATIONS.
There are authorized to be appropriated such sums as may be
necessary to carry out this Act.
