Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. INCLUDING COSTS TO CITIZENS OF SPENDING IN CBO ESTIMATES. Section 402 of the Congressional Budget and Impoundment Control Act of 1974 (2 U.S.C. 653) is amended-- (1) by striking ``The Director'' and inserting ``(a) The Director''; and (2) by adding at the end the following: ``(b) Any estimate prepared under subsection (a) shall include an estimate of the pro rata amount for each citizen of the United States of the total change (if any) during the period covered by the estimate under such subsection if the bill or resolution is carried out in the following: ``(1) Total Federal spending. ``(2) Total Federal debt.''. <all>
