To direct the Secretary of Defense to provide fluid or powdered milk to 
     members of the Armed Forces at dining facilities on military 
                             installations.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Strengthening our Servicemembers 
with Milk Act''.

SEC. 2. PROVISION OF MILK TO MEMBERS OF THE ARMED FORCES AT DINING 
              FACILITIES ON MILITARY INSTALLATIONS.

    (a) In General.--The Secretary of Defense shall provide fluid or 
powdered milk to members of the Armed Forces at dining facilities on 
military installations, in varieties that may include--
            (1) unflavored;
            (2) flavored;
            (3) organic;
            (4) non-organic;
            (5) whole;
            (6) reduced-fat;
            (7) low-fat;
            (8) fat-free;
            (9) lactose-free; or
            (10) any combination thereof.
    (b) Prohibition.--The Secretary may not, to carry out this section, 
purchase fluid or powdered milk from an entity owned or controlled by a 
foreign adversary, as determined by the Secretary of Commerce under 
section 7.4 of title 15, Code of Federal Regulations (or successor 
regulation).
