A BILL
To direct the Comptroller General of the United States to submit a
report to the Congress with respect to Federal homelessness programs,
and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Comprehensive Accountability and
Responsibility to End homelessness Act'' or the ``CARE Act''.
SEC. 2. REPORT ON FEDERAL HOMELESSNESS PROGRAMS.
(a) Report.--Not later than 1 year after the date of the enactment
of this section, the Comptroller General of the United States shall
submit to the Congress a report that assesses the effectiveness of each
program administered by a Federal agency that assists homeless
individuals, including--
(1) a cost-benefit analysis of each program that includes--
(A) the number and demographics of homeless
individuals served;
(B) the services provided by each program;
(C) the amounts allocated to each program by the
agency each fiscal year and any amounts allocated to
such program that remain unused; and
(D) the outcomes of homeless individuals who
participated in each program with respect to--
(i) housing stability;
(ii) criminal justice involvement;
(iii) employment; and
(iv) healthcare access;
(2) a description of--
(A) the programs that provide the best outcomes for
the long-term housing stability of homeless individuals
served;
(B) any weaknesses, inefficiencies, or areas of
concerns for each program;
(C) the most effective laws, regulations, and
guidance that reduce homelessness; and
(D) any challenges with respect to workforce
shortages for any continuum of care or any other
homelessness service provider; and
(3) recommendations to improve--
(A) the performance, accountability, and oversight
of such programs; and
(B) existing data systems that any continuum of
care or any other homelessness service providers use to
measure program outcomes.
(b) Definitions.--In this section:
(1) Continuum of care.--The term ``continuum of care''
means a collaborative applicant established and operating for a
geographic area for purposes of the Continuum of Care Program
under subtitle C of title IV of the McKinney-Vento Homeless
Assistance Act (42 U.S.C. 11381 et seq.).
(2) Federal agency.--The term ``Federal agency'' has the
meaning given such term ``agency'' in section 551 of title 5,
United States Code.
(3) Homeless individual.--The term ``homeless individual''
has the meaning given such term in section 103 of the McKinney-
Vento Homeless Assistance Act (42 U.S.C. 11302).
