To require the Administrator of the Federal Aviation Administration to 
update certain regulations to allow for expanded use of lap held child 
           restraints during flights, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Safety for Our Babies Act of 2024''.

SEC. 2. LAP HELD CHILD RESTRAINTS.

    Not later than 90 days after the date of enactment of this Act, the 
Administrator of the Federal Aviation Administration shall update 
sections 91.107, 121.311, 125.211, and 135.128 of title 14, Code of 
Federal Regulations, and any such other related regulations as the 
Administrator determines appropriate, to remove any prohibition, 
restriction, or condition on an adult accompanying a child under the 
age of 2 on an aircraft choosing to secure such child in a lap held 
child restraint approved and provided by such adult during movement on 
the surface, takeoff, or landing.
