                                 A BILL


 
     To amend the Food for Peace Act to allow additional forms of 
                  assistance, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Streamlining International Food 
Assistance Act of 2024''.

SEC. 2. FORMS OF ASSISTANCE UNDER FOOD FOR PEACE ACT.

    (a) General Authority.--Section 201 of the Food for Peace Act (7 
U.S.C. 1721) is amended--
            (1) in the matter preceding paragraph (1)--
                    (A) by striking ``agricultural commodities'' and 
                inserting ``assistance, including in the form of 
                agricultural commodities,''; and
                    (B) by striking ``States to--'' and inserting 
                ``States--''; and
            (2) in each of paragraphs (1) through (7), by inserting 
        ``to'' after the paragraph designation.
    (b) Assistance.--
            (1) In general.--Section 202 of the Food for Peace Act (7 
        U.S.C. 1722) is amended--
                    (A) in the section heading, by inserting 
                ``assistance, including'' before ``agricultural 
                commodities'';
                    (B) in subsection (a), by striking ``agricultural 
                commodities'' and inserting ``assistance, including in 
                the form of agricultural commodities,'';
                    (C) in subsection (b)(1)--
                            (i) by striking ``agricultural 
                        commodities'' and inserting ``assistance, 
                        including in the form of agricultural 
                        commodities,''; and
                            (ii) by inserting ``assistance or 
                        agricultural'' after ``to use the'';
                    (D) by striking subsection (e); and
                    (E) by redesignating subsections (f) through (h) as 
                subsections (e) through (g), respectively.
            (2) Conforming amendments.--
                    (A) Section 205(d)(2) of the Food for Peace Act (7 
                U.S.C. 1725(d)(2)) is amended by striking ``section 
                202(h)'' and inserting ``section 202(g)''.
                    (B) Section 207(f)(4)(A) of the Food for Peace Act 
                (7 U.S.C. 1726a(f)(4)(A)) is amended by striking 
                ``section 202(h)(3)'' and inserting ``section 
                202(g)(3)''.
                    (C) Section 407(f)(2) of the Food for Peace Act (7 
                U.S.C. 1736a(f)(2)) is amended by striking subparagraph 
                (I).
                    (D) Section 412(e)(2) of the Food for Peace Act (7 
                U.S.C. 1736f(e)(2)) is amended by striking ``and that 
                are consistent with section 202(e)(1)(C)''.
                    (E) Section 201(a)(3) of the Africa: Seeds of Hope 
                Act of 1998 (7 U.S.C. 1721 note; Public Law 105-385) is 
                amended by striking ``section 202(f) of such Act (7 
                U.S.C. 1722(f))'' and inserting ``section 202(e) of 
                such Act (7 U.S.C. 1722(e))''.
    (c) Repeal of Levels of Assistance.--
            (1) In general.--Section 204 of the Food for Peace Act (7 
        U.S.C. 1724) is repealed.
            (2) Conforming amendment.--Section 302(c)(1) of the Bill 
        Emerson Humanitarian Trust Act (7 U.S.C. 1736f-1(c)(1)) is 
        amended by striking subparagraph (D).
    (d) Use of Commodity Credit Corporation.--Section 406 of the Food 
for Peace Act (7 U.S.C. 1736) is amended--
            (1) by striking subsection (b); and
            (2) by redesignating subsections (c) and (d) as subsections 
        (b) and (c), respectively.
    (e) Administrative Provisions.--Section 407(c)(1) of the Food for 
Peace Act (7 U.S.C. 1736a(c)(1)) is amended--
            (1) by striking subparagraph (B); and
            (2) by striking the paragraph designation and heading and 
        all that follows through ``The Administrator'' in subparagraph 
        (A) and inserting the following:
            ``(1) Acquisition.--The Administrator''.
