     Mr. Burchett (for himself, Mr. Moskowitz, Mr. Lawler, and Mr. 
 Gottheimer) submitted the following resolution; which was referred to 
                    the Committee on Foreign Affairs

                               RESOLUTION


 
Rejecting the United Nations decision to place the Israel Defense Force 
                  on a list of child's rights abusers.

Whereas over 1,200 innocent people in Israel were murdered by Hamas and other 
        terrorists on October 7, 2023;
Whereas Hamas and other terrorists took over 250 innocent people hostage, 
        including children;
Whereas, since October 7, Israel has been fighting a war to eliminate the threat 
        posed by Hamas, restore security, and free the hostages;
Whereas Hamas and other terrorists in Gaza frequently use civilians and civilian 
        infrastructure as human shields, which is a war crime;
Whereas Hamas has used funds intended for humanitarian needs to build a massive 
        tunnel network under Gaza for its terror activities;
Whereas the United Nations continues to refuse to recognize Hamas as a terrorist 
        organization;
Whereas Hamas Chief in Gaza, Yahya Sinwar, has said that civilian Palestinian 
        casualties are a part of Hamas strategy;
Whereas the Israel Defense Forces take unprecedented precautions to reduce harm 
        to civilians while fighting in a defensive war, including aborting 
        strikes when civilians are identified close to targets and warning and 
        evacuating civilians prior to planned strikes;
Whereas the United States recognizes the right of Israel to protect and defend 
        its citizens from those, like Hamas, Hezbollah, and Iran, that seek the 
        destruction of the State of Israel;
Whereas the United Nations routinely relies on Hamas-supplied casualty figures 
        for its reports;
Whereas, since the massacre on October 7, 2023, United Nations bias against 
        Israel has reached unprecedented levels;
Whereas, in May 2024, the United Nations halved its count of Palestinian women 
        and children killed in Gaza following widespread criticism over the lack 
        of verification of its Hamas-supplied data;
Whereas the United Nations has a long and documented history of anti-Israel bias 
        including by passing more resolutions targeting Israel than any other 
        country in the world;
Whereas, in June 2024, the United Nations Secretary General's Annual Report on 
        Children and Armed Conflict included the Israel Defense Forces on a list 
        of parties to conflict that have not put in place adequate measures to 
        protect children: Now, therefore, be it
    Resolved, That the House of Representatives--
            (1) rejects the decision of United Nations Secretary 
        General Antonio Guterres to include the Israel Defense Forces 
        on a list of parties to conflict that have not put in place 
        adequate measures to protect children;
            (2) condemns the United Nations' longstanding bias against 
        Israel across multiple United Nations bodies, including the 
        United Nations Human Rights Council and United Nations Security 
        Council;
            (3) condemns Hamas use of human shields and urges the Biden 
        administration to fully utilize the authorities in the 
        Sanctioning the Use of Civilians as Defenseless Shields Act to 
        impose sanctions on Hamas and other terrorists' use of human 
        shields;
            (4) calls on Hamas to free all remaining hostages; and
            (5) reaffirms its support for the State of Israel and 
        Israel's right to defend itself.
