                                 A BILL


 
To prohibit the use of Federal funds to finalize, implement, or enforce 
 the interim final rule of the Bureau of Industry and Security of the 
    Department of Commerce entitled ``Revision of Firearms License 
                            Requirements''.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Stop the Bureaucratic Ineptitude 
Shuttering Respectable and Upstanding Lawful Exporters Act'' or the 
``Stop the BIS RULE Act''.

SEC. 2. PROHIBITION ON USE OF FEDERAL FUNDS TO FINALIZE, IMPLEMENT, OR 
              ENFORCE PROPOSED RULE OF BUREAU OF INDUSTRY AND SECURITY.

    No Federal funds may be obligated or expended to finalize, 
implement, or enforce the interim final rule of the Bureau of Industry 
and Security of the Department of Commerce entitled ``Revision of 
Firearms License Requirements'' and published in the Federal Register 
on April 30, 2024 (Docket No. 240419-0113; 89 Fed. Reg. 34680).
