To amend title 38, United States Code, to make certain improvements to 
the provision of on-campus educational and vocational counseling by the 
        Department of Veterans Affairs, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Modernizing the Veterans On-Campus 
Experience Act of 2024''.

SEC. 2. DEPARTMENT OF VETERANS AFFAIRS ON-CAMPUS EDUCATIONAL AND 
              VOCATIONAL COUNSELING.

    Section 3697B(a) of title 38, United States Code, is amended--
            (1) by inserting ``(1)'' before ``The Secretary'';
            (2) by striking ``employees of the Department who provide 
        such services under section 3697A of this title.'' and 
        inserting ``an employee of the Department who holds a bachelors 
        degree or a more advanced degree in a relevant field of 
        study.''; and
            (3) by adding at the end the following new paragraph:
    ``(2) An employee of the Department who provides counseling 
services under this section--
            ``(A) may provide such services on the campuses of more 
        than one institution of higher learning; and
            ``(B) may not provide such services to more than a total of 
        25 individuals at any one time.''.
