                                 A BILL


 
  To direct the Administrator of the Small Business Administration to 
revise a rule relating to language translation assistance with respect 
         to certain needs assessments, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Small Business Language 
Accessibility Act''.

SEC. 2. DETERMINATION WITH RESPECT TO LANGUAGE TRANSLATION ASSISTANCE 
              AT SMALL BUSINESS DEVELOPMENT CENTERS.

    Not later than 180 days after the date of the enactment of this 
Act, the Administrator of the Small Business Administration shall 
revise section 130.330(a) of title 13, Code of Federal Regulations, to 
require that a needs assessment performed by a small business 
development center (as defined in section 3 of the Small Business Act 
(15 U.S.C. 632)) includes a determination with respect to whether 
language translation assistance at such center is necessary.
