Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Protecting American Seniors' Access to Care Act''. SEC. 2. PROHIBITION ON FINALIZING PROPOSED STAFFING RULE. The Secretary of Health and Human Services may not finalize, implement, enforce, or otherwise give effect to the proposed rule entitled ``Medicare and Medicaid Programs; Minimum Staffing Standards for Long-Term Care Facilities and Medicaid Institutional Payment Transparency Reporting'' published by the Department of Health and Human Services on September 6, 2023 (88 Fed. Reg. 61352-61429) and may not promulgate any substantially similar rule. Amend the title so as to read: ``A bill to prohibit the Secretary of Health and Human Services from finalizing a proposed rule regarding minimum staffing for skilled nursing facilities and nursing facilities.''.
