To limit the availability of a plea deal for any person responsible for 
              the terrorist attacks on September 11, 2001.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. LIMITATION ON PLEA DEAL.

    The President shall direct the Attorney General to refuse any plea 
for Khalid Sheikh Mohammed or any co-conspirators responsible for the 
terrorist attacks on September 11, 2001, to the extent that any such 
plea precludes a public trial or a sentence that includes capital 
punishment.
