A BILL
To make available certain unobligated balances to carry out a timber
block grant program.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. TIMBER BLOCK GRANT PROGRAM.
(a) In General.--Not later than 90 days after the date of the
enactment of this Act, the Secretary of Agriculture shall make
available $80,000,000, to be derived from the unobligated balances of
amounts made available under the heading ``Department of Agriculture--
Farm Service Agency--Emergency Forest Restoration Program'' under title
I of the Additional Supplemental Appropriations Act, 2019 (Public Law
116-20), to make a block grant to the State of Florida to carry out
activities to address timber losses in such State due to Hurricanes
Michael and Florence.
(b) Conditions.--Funds made available pursuant to the block grant
required under subsection (a) may be used to provide grants to--
(1) qualified land owners in the State of Florida to carry
out activities to address timber losses on less than or equal
to 10,000 acres of the land of each such landowner; and
(2) any landowner described in paragraph (1) that was
previously disqualified for a grant due to limited timber crop-
loss insurance and that otherwise is a qualified landowner.
