Senate Resolution S.R. No. 2, introduced by Senator Flores, establishes the General Investigating Committee to examine the July 2025 Flooding Events that resulted in significant loss of life and injuries in Texas. The committee will consist of five senators appointed by the President of the Senate, who will also designate a chair and vice chair from among the members. 
The resolution mandates that the committee conduct a comprehensive investigation into the circumstances surrounding the flooding that occurred around July 4, 2025. It grants the committee the authority to operate under the procedures outlined in Subchapter B, Chapter 301 of the Government Code, as well as the applicable Rules of the Senate. The resolution was adopted by the Senate on September 4, 2025, with a unanimous vote of 26 in favor and none against.
