The bill amends Sections 214.212 and 214.216 of the Local Government Code to update the municipal residential and commercial building codes by adopting the International Residential Code and the International Building Code as they existed on May 1, 2018, replacing the previous reference to May 1, 2012. Additionally, the bill introduces a new provision that specifies that for buildings related to agricultural operations, the codes as they existed on May 1, 2012, will apply to all construction, alteration, remodeling, enlargement, and repair of those structures. Municipalities are also allowed to review and consider amendments made by the International Code Council to these codes after the specified date.

Furthermore, the bill establishes that the amended sections will only apply to construction activities that begin under an agreement made on or after January 1, 2027, or that begin without an agreement on or after that date. Any construction activities that commence under agreements made before this date will be governed by the laws in effect at that time. Municipalities are required to implement the necessary rules and actions to comply with these amendments by January 1, 2027. The bill is set to take effect 91 days after the conclusion of the legislative session.
