The bill amends the Election Code to modify procedures for accepting voters with outdated residence addresses and to clarify the immediate effect of a voter's registration following a change of address notice. Specifically, it updates Section 15.025(a) to state that a voter's registration change becomes effective 30 days after the registrar receives a notice of change or a statement of residence. Additionally, it amends Sections 63.0011(b) and (c) to allow voters who have changed their residence within the county to vote in their registered precinct, provided they meet certain residency requirements related to the political subdivision or territory of the election.

Furthermore, the bill repeals Section 15.025(e) and removes the requirement for voters to request a change of registration address when submitting a statement of residence. Instead, voters must now provide a statement confirming they meet the applicable residence requirements and include necessary information as per the registration application. The changes will only apply to notices of a voter's change of address submitted on or after the effective date of the Act, which can take immediate effect if it receives a two-thirds majority vote in both houses.
