A new subsection (b-1) is added, stipulating that such voters may only cast provisional ballots and can only vote on countywide measures.

Furthermore, the bill repeals Section 15.025(e) and makes other adjustments to ensure that voters must submit a statement confirming their residence requirements and other necessary information before being accepted for voting. The changes will apply only to notices of address changes submitted after the bill's effective date and to elections ordered after the bill's enactment. The bill is set to take effect immediately upon receiving a two-thirds vote from both houses or on the 91st day after the legislative session if that vote is not achieved.
