S.B. No. 54 amends the Election Code to streamline election procedures for voters whose residence addresses are not current. The bill specifies that a voter's registration changes will become effective 30 days after the registrar receives a notice of change in registration information or a statement of residence. Additionally, it allows voters who have changed their residence within the same county to vote in their registered election precinct, provided they meet certain residency requirements related to the political subdivision or territory of the election.
The bill also modifies the requirements for voters to submit a statement before being accepted for voting, removing the need for a request to change the voter's registration address. It repeals Section 15.025(e) and clarifies that the changes apply only to notices of a voter's change of address submitted on or after the effective date of the Act. The Act will take effect immediately if it receives a two-thirds vote from both houses; otherwise, it will take effect 91 days after the legislative session concludes.
