H.B. No. 297 amends the Election Code to update procedures regarding voters with non-current residence addresses and the immediate effect of voter registration changes. Specifically, it modifies Section 15.025(a) to clarify that a voter's registration change becomes effective 30 days after the registrar receives a notice of change or a statement of residence. Additionally, it amends Sections 63.0011(b) and (c) to allow voters who have changed their residence within the same county to vote in their registered precinct, provided they meet certain residency requirements related to the political subdivision or territory of the election.

The bill also repeals Section 15.025(e), which previously outlined additional conditions for voter registration changes. It requires voters to submit a statement to an election officer confirming their eligibility and residence requirements, while removing the need for a request to change the registration address. The changes will only apply to notices of address changes submitted on or after the effective date of the Act, which can take immediate effect with a two-thirds vote or otherwise will take effect 91 days after the legislative session ends.
