House Concurrent Resolution No. 16 celebrates the 90th birthday of Barbara Jean Bolden Yarbrough, an esteemed educator from Midland, Texas, who has made significant contributions to the field of education and her community. Born in 1935 in Franklin, Louisiana, Mrs. Yarbrough earned her degree in art education and began her teaching career in 1959. Over the years, she has held various teaching and leadership roles, including serving as president of the Midland Classroom Teachers Association and as an adjunct professor. After retiring in 1996, she continued to impact the community as a parent liaison and through her involvement with several organizations, including the Midland County Child Welfare Board and the United Way of Midland.

The resolution acknowledges Mrs. Yarbrough's numerous accolades, including the LifeChanger of the Year Grand Prize and recognition as the Most Inspiring Educator in the Country by Texas Monthly. In honor of her contributions, Midland ISD named a school after her in 2015. The resolution expresses the Texas Legislature's congratulations and best wishes for her continued happiness, highlighting the profound influence she has had on her students and the community.
