H.R. No. 60 is a resolution honoring the life and contributions of Cacique Jose Sierra Sr., who passed away on August 16, 2025. Born in 1943, Sierra dedicated his life to serving the Tigua people of the Ysleta del Sur Pueblo tribe in El Paso, holding various leadership roles including governor, sheriff, tribal judge, and ultimately cacique, the highest spiritual authority within the tribe. His efforts were pivotal in establishing community resources such as the YDSP Cultural Center, a health care clinic, and securing federal recognition for the tribe, which contributed to a significant U.S. Supreme Court ruling affirming the tribe's gaming rights. Additionally, he played a crucial role in the repatriation of sacred artifacts from the Netherlands.

Beyond his tribal leadership, Sierra had a successful career as a location scout for the El Paso Convention and Visitors Bureau, where he showcased the region's landscapes in film and interacted with notable figures. He is remembered for his wisdom, generosity, and strong family values, leaving behind a legacy that will resonate within the tribe. The resolution expresses condolences to his family and acknowledges his lasting impact on the Ysleta del Sur Pueblo tribe, with an official copy of the resolution to be prepared for his family. The Texas House of Representatives unanimously adopted this tribute on August 27, 2025.
