His notable contributions include deploying in support of Operation Border Health Protection and leading operations during the 2021 winter storm. He has received numerous awards for his service, including the Texas Medal of Merit and the Texas Humanitarian Service Medal.

In addition to his military service, Dr. Russell is a licensed clinical neuropsychologist with a rich background in the U.S. Army, where he served for nearly 25 years. His roles included neuropsychology consultant to the U.S. Army surgeon general and director of the Center of Excellence for Research on Returning War Veterans. He has also contributed to various military and community organizations, earning accolades such as the Legion of Merit and being recognized as a Distinguished Member of the Army Medical Regiment.
