At the state level, Bugg held significant positions, including a gubernatorial appointment to the board of Humanities Texas and chair of the Texas Economic Development Corporation. He served as a senior advisor to Governor Rick Perry and was appointed to the Texas Transportation Commission, where he worked to enhance safety and infrastructure across the state.
