H.B. No. 127 introduces a new subchapter to the Texas Government Code that prohibits state agencies from engaging in practices related to diversity, equity, and inclusion (DEI) or LGBTQ indoctrination. The bill defines "state agency" as per existing law and mandates that all agency rules, policies, employment practices, communications, and other actions must treat individuals equally without discrimination based on race, color, or national origin. Additionally, it asserts that state agencies must adhere to the biological reality of only two sexes—male and female—stating that these are not changeable.

Furthermore, any actions taken by state agencies that promote DEI or violate the provisions of this bill will be considered null and void from the outset. The bill is set to take effect immediately upon receiving a two-thirds majority vote from both houses of the legislature; otherwise, it will become effective 91 days after the end of the legislative session.
