The bill adds Subchapter 3001 to Title 10, Subtitle Z of the Government Code, which outlines that all state agency rules, policies, employment practices, communications, and other actions must treat individuals equally without discrimination based on race, color, or national origin. Additionally, the bill mandates that state agencies must adhere to the biological reality of only two sexes—male and female—asserting that these are not changeable.

Furthermore, any agency action that promotes DEI or contradicts the stipulations of this bill would be considered null and void from the outset. The bill is set to take effect immediately upon receiving a two-thirds majority vote from both houses of the legislature; otherwise, it will become effective 91 days after the end of the legislative session.
