H.B. No. 127 introduces a new prohibition on diversity, equity, and inclusion (DEI) initiatives and LGBTQ indoctrination by state agencies in Texas. The bill adds Subchapter 3001 to Title 10, Subtitle Z of the Government Code, which defines "state agency" and outlines the requirements for agency rules, policies, and practices. Specifically, it mandates that state agencies treat individuals equally without discrimination based on race, color, or national origin, while also asserting that there are only two biological sexes—male and female—and that these are immutable.
Furthermore, any actions taken by state agencies that promote DEI or violate the stipulations of this bill will be considered null and void from the outset. The bill is set to take effect immediately upon receiving a two-thirds majority vote from both houses of the legislature; otherwise, it will become effective 91 days after the end of the legislative session.
