He served in the U.S. Army during the Korean War and later had a successful 35-year career with Sears Roebuck and Co., where he held various positions in merchandising and management. Waggoner was also actively involved in his community, serving on the Board of Police and Fire Commissioners in Wheaton, Illinois, and participating in national housing industry organizations.

Waggoner is remembered for his deep commitment to family, faith, and service. He shared a loving 72-year marriage with his wife, Sue, and took pride in their children, grandchildren, and great-grandchildren. In retirement, they enjoyed traveling and golfing together, visiting all 50 states and 65 countries. Waggoner was dedicated to teaching Bible and Sunday school classes and was involved with the Service Corps of Retired Executives Association. The resolution expresses heartfelt condolences to his family and acknowledges the lasting impact of his devotion to loved ones and community service.
