The resolution honors the extraordinary efforts of first responders from across the nation who worked tirelessly to save lives and assist in recovery efforts following the devastating flash floods that struck the Texas Hill Country in July 2025. The floods, which resulted from heavy rains on July 4, caused the Guadalupe River to crest at 37.5 feet, leading to significant destruction in Kerr County and other areas of Central Texas. Tragically, over 135 lives were lost, marking this disaster as the sixth-deadliest freshwater flood in U.S. history. Local and regional first responders, including law enforcement and firefighters, bravely engaged in rescue operations, with notable sacrifices such as the loss of Fire Chief Michael Phillips during a rescue attempt.

In addition to local efforts, the resolution highlights the extensive support provided by various state and federal agencies, including the U.S. Coast Guard and the Texas National Guard, as well as assistance from other states and international teams. More than 2,000 volunteers also contributed to the relief efforts, helping with rescues, debris removal, and the distribution of supplies. The resolution expresses profound gratitude to all individuals who participated in the response and recovery efforts, recognizing their selflessness and courage in aiding those affected by the floods.
