The bill amends Section 141.009 of the Health and Safety Code to enhance health and safety standards for youth camps, specifically focusing on emergency evacuation procedures. It introduces new requirements for youth camps, mandating that they post emergency evacuation and relocation maps on or near all interior doors of buildings that provide overnight accommodations. These maps must clearly indicate the shortest and easiest route to a safe meeting point, an alternative route in case the primary route is blocked, and the location of emergency equipment. Additionally, camps are required to provide instruction to all campers and staff on these evacuation routes and emergency procedures before the first overnight stay of each camping session.

The bill also stipulates that the executive commissioner of the Health and Human Services Commission must adopt rules to implement these new standards as soon as practicable after the bill's effective date. The act will take effect immediately if it receives a two-thirds vote from both houses of the legislature; otherwise, it will become effective 91 days after the end of the legislative session.
