The bill also specifies that the executive commissioner of the Health and Human Services Commission is responsible for establishing these health and safety standards through rule-making. The implementation of these provisions is to occur as soon as practicable after the bill's effective date, which can be immediate if it receives a two-thirds vote from both houses of the legislature, or otherwise takes effect 91 days after the legislative session concludes.
