The steep terrain and dry conditions of the area exacerbated the situation, causing the Guadalupe River to rise rapidly and catch many residents, including children at Camp Mystic, off guard. The resolution expresses the collective grief felt by Texans and the nation for the victims and their families.

In response to this tragedy, the resolution calls for the construction of a monument in the Texas State Cemetery to honor and remember those who lost their lives in the flood. It also directs the Texas Secretary of State to send official copies of the resolution to the Texas State Cemetery Committee and the State Preservation Board, ensuring that the memory of the victims is preserved and recognized.
