S.B. No. 28 proposes an amendment to the Local Government Code by adding Section 370.011, which mandates municipalities and counties in Texas to post localized health and safety alerts on their Internet websites. The bill defines a "public health and safety alert" as any weather or emergency alert issued by recognized federal or state agencies, such as the National Weather Service or the Texas Division of Emergency Management. Upon receiving such an alert that may impact their area, municipalities or counties with an Internet presence are required to display the alert prominently on their websites.
The localized health and safety alert must include specific information: the areas affected by the alert, a geographic display of the threat's severity, a link to a website with current information, the projected movement of the emergency, and instructions for protecting human life, including evacuation resources. This requirement applies only to alerts received on or after the effective date of the Act, which is set to take effect 91 days after the legislative session concludes.
