The bill amends Section 74.091 of the Government Code to establish new procedures for the election and term of local administrative district judges in counties with multiple district courts. It specifies that these judges will be elected for a term of two years, or for the remainder of their term if their election occurs before the second anniversary of their initial election. Additionally, the bill prohibits the election of the local administrative district judge based on rotation or seniority. In cases where a majority of district court judges cannot agree on a candidate, the regional presiding judge will cast the deciding vote, and the term will still be limited to a maximum of two years.
Furthermore, the bill introduces Subchapter D-1, which mandates the Office of Court Administration of the Texas Judicial System to hold an annual court administration conference. This conference will provide essential information to presiding judges, local administrative judges, and court administrators regarding court budgets, operational funding, court activity statistics, and the duties of local administrative judges. The Office of Court Administration is also authorized to reimburse attendees for expenses related to this meeting, contingent upon available appropriations. The provisions of this bill will apply only to local administrative district judges elected after the bill's effective date, which is set for 91 days following the end of the legislative session.
