The resolution honors Don Sparks of Midland, cofounder and chair of Discovery Operating, for being awarded the 2025 Chief Roughneck Award by the Independent Petroleum Association of America (IPAA). Mr. Sparks, the 66th recipient of this award, has had a distinguished career, including a bachelor's degree in petroleum engineering from The University of Texas at Austin, service as a U.S. Navy officer, and various engineering and consulting roles before cofounding Discovery Operating in 1973, which now operates approximately 420 wells in Texas.

In addition to his business accomplishments, Mr. Sparks has made significant contributions to the industry, particularly in the development of the Wolfcamp and Spraberry shales, and has held leadership positions in several professional organizations. His accolades include the Leadership Award from IPAA and the Top Hand award from the Permian Basin Petroleum Association. The resolution expresses the Texas Legislature's congratulations to Mr. Sparks for this honor and extends best wishes for his future endeavors, with an official copy of the resolution to be prepared for him as a token of high regard from the Texas House of Representatives and Senate.
