H.B. No. 48 amends the Education Code to require that ballot propositions which propose a property tax increase must include a specific statement in bold and size 42 font: "THIS IS A PROPERTY TAX INCREASE." This change aims to ensure that voters are clearly informed about the implications of the ballot proposition regarding tax increases.

The new legal language will apply only to elections ordered on or after the effective date of the Act. The Act will take effect immediately if it receives a two-thirds vote from all elected members in both houses; otherwise, it will become effective 91 days after the end of the legislative session.
